Executive Director
WeClaige Moise (Gigi)
WeClaige “GiGi” Moise is the Executive Director of PCAT Literacy Ministries and a dedicated advocate for literacy and community development. Born in Miami to Haitian immigrant parents, her early struggles with language shaped her passion for helping children succeed academically. GiGi holds a Bachelor’s degree in Public Management from Florida Atlantic University and is pursuing a Master’s in Nonprofit Management. Since first volunteering with PCAT in 2017, she has played a key role in expanding the organization’s programs and impact for students and families in Tampa.

President
Trevon Williams
Trevon Williams brings more than 20 years of experience in the internet service industry, specializing in residential communities and technology infrastructure. His involvement with PCAT began more than a decade ago as a volunteer, supporting the program’s early growth in the Sulphur Springs community. Today he serves as Board President and Technology Adviser, helping guide the organization’s strategic direction. Trevon is passionate about creating opportunities for children through education and literacy and believes strong communities begin with strong learning foundations.

Vice President
Emerson Morris
Emerson Morris is the pastor of Extreme Life Ministries in Tampa, Florida, where he serves alongside his wife, April. With a passion for strengthening families and communities, Emerson extends his work beyond the church through leadership, mentorship, and community outreach. He is the CEO of Extreme Health and Fitness, LLC and founder of Y-MO (Young Men Obey), a preventative mentorship program focused on guiding young men toward positive life choices and leadership.
A former football player at the University of South Florida, Emerson transitioned his athletic background into a career in fitness and personal development. As a certified fitness trainer, he is dedicated to helping individuals build healthier lives while empowering the next generation through education, mentorship, and community engagement.

Secretary
Erin Hill
Erin Hill is a residential lender with Novus Home Mortgage who is passionate about helping families achieve financial stability through homeownership. Before entering banking, she founded a natural foods company while homeschooling her children, an experience that deepened her appreciation for literacy and education. Erin serves on the PCAT board to support programs that help children build strong reading foundations. She and her husband enjoy spending time with their large family, which includes nine adult children and several grandchildren.

Desi Ferreira
Desi Marie Ferreira has more than 15 years of experience in advertising sales and marketing within the newspaper industry and previously worked as a special education elementary school teacher. She and her husband Greg operate the Sun City Center branch of TrustMasters, providing estate planning education and document preparation services to their community.
Growing up in a multicultural military family, Desi developed a strong appreciation for diversity, hard work, and service. A lifelong reader, she believes every child deserves a safe environment to build literacy skills that open doors to opportunity. As a PCAT board member, she is proud to support programs that help students succeed academically and in life.

Director
Diana Schwartz
Diana Schwarz is a mortgage loan originator with more than a decade of experience helping families achieve homeownership. Originally from Medellín, Colombia, she holds a degree from the University of South Florida and an MBA earned while working in Chicago’s banking industry. Diana joined BayFirst in 2016 and is certified as an Affordable Lending Originator through NAMMBA. A strong community advocate, she serves on the PCAT board and is actively involved with several civic organizations supporting literacy and community development.

Sharon Delong
Sharon DeLong is an experienced commercial lender with over 20 years of helping Tampa Bay businesses grow and thrive. At BayFirst Financial Bank, she works closely with business owners to support long-term financial success. Sharon serves on the PCAT board supporting initiatives that promote literacy and educational opportunity for children and families. Her community involvement also includes United Way Suncoast and The Crisis Center’s Women in Action program, along with teaching financial literacy through Junior Achievement.

Treasurer
Victoria Waller
Victoria Waller is an estate planning and probate attorney with the Law Offices of Generations of Trust. A Tampa Bay native raised in Brandon, Florida, she earned her Juris Doctor from Stetson University College of Law and was admitted to the Florida Bar in 2008.
Victoria has long been passionate about helping others through community service. She serves on the board of Parents and Children Advance Together (PCAT) and is actively involved with several civic organizations, including the Tampa Bay Beaches Chamber of Commerce, Sunshine City Kiwanis, and Suncoast Goodwill. Her work reflects a strong commitment to supporting families and strengthening communities.
